Devlin Civil is a local Whangarei Civil Construction Company, founded by Matt Devlin.
Matt has a Bachelor degree in Civil Engineering from University of Canterbury. After graduating Matt worked for Opus International Consultants in Whangarei before stepping up to multi-million dollar tunnelling and underground construction projects in London. From London he then moved to Australia where he was Project Engineer for McConnell Dowell Tunneling on the Sydney Desalination project constructing the tunnelled pipeline at depths up to 18m through residential, commercial and industrial areas in Erskinville Sydney. On this project Matt constructed the first segmental shafts (Vertical Tunneling) in Australia. After this project started CMD Civil specialising in constructing segmental shafts for tunneling and major water projects. As well as his Contracting business Matt started a separate company GPR Melbourne specialising in non destructive testing and inspection of reinforced concrete structures.
where he specialised in Segmental Shaft Construction (Vertical Tunnelling). When Matt's oldest son Jake turned five he knew it was time to get home and raise his boys in good ol' NZ. So back to Whangarei he came.
On return to NZ he started consulting to various Companies such as Fletcher Construction, Higgins, Connectus - Harker & McConnell Dowell. Working with Fletchers and Higgins on major tenders such as the Huntly Bypass and Hamilton Bypass bids. providing design input and review from a constructability point of view. The Connectus project was to hire the Vertical Jacking System for the segmental shafts along with supplying Hynds with the moulds for the segments for the shaft.
Then working with Private developers providing Engineering and Construction input.
In 2016 Matt decided to take on the challenge of subdividing and selling land himself. Which gives me a unique set of skills and experience... somethig somthine
The result is Devlin Civil, a small agile Civil Construction Company operating out of Whangarei and servicing anywhere north of Auckland Harbour Bridge and right up to Cape Reinga. Leading Devlin Civil, Matt now puts his 15 years industry experience and multi million dollar project management skills to use in the Northland region.

OUR PREVIOUS PROJECT EXPERIENCE
Eric Wakelin Lane, Whangarei
Subdivision Development Devlin Civil transformed a bare block of land into 8 sections in the highly desirable location of Whau Valley. Matt and the Devlin Civil team managed the project from start to finish including:
|
City Rail Link
As part of the City Rail Link project two deep shafts were required to launch and receive the tunnel boring machine. Matt designed and supplied the concrete molds Hynds used to produce the Segmental Shaft rings. As well as hiring his Vertical Tunnelling equipment to Connectus to install the shafts. |
Hamilton & Huntly bypass projects
Consulting to Fletchers and Higgins on the bids for the Huntly bypass project and the Hamilton bypass project. Providing constructability input for drainage, underground services and retaining walls on these projects. |
Victorian Comprehensive Cancer Centre
drilling to relieve hydrostatic pressure custom drill rig |
South Australia Water
Matt's Australian company CMD Civil constructed the first segmental shaft single liner permanent structure to be used as a waste water pumping station. |
Barwon Water Australia
The Lake road stormwater pump station was constructed for Barwon Water to |
Queensland Urban Utilities
Tunnelled pipeline project 3 segmental shafts constructed |
Brisbane City Council
Eildon Hill Tunnel reception pit inside old as fuck reservoir |
Brisbane City Council
Cornwall shaft Launch & reception shaft for tunnelled stormwater pipeline |
Thames Valley Water
Hampton water treatment plant upgrade - biggest potable water treatment plant in Europe. Had to get a van to drive us from the site office to where we working onsite. Kingston waste water treatment plant upgrade. Sheet piling, concrete, excavation and shiz. |
CrossRail Enabling Works
Knocked out a couple of sheet piled shafts in the most bullshit congested area of london - yeah bitches, corner of Oxford Street and Charring Cross road. Had to swing the ass of the excavator around everytime one of those double decker bendy buses came steaming around the corner to give us a 100mm gap between old mate bus and old mate digger. This archaelogist geezer with the rudest haircut popped into site one day and explained that Charring Cross road was actually the original road the Romans build. He said dont worry if you find some really red bricks (which i already had and promptly loaded them straight in the truck before any one saw) they're only tudor period, 1500-1600 hundreds. But if i start hitting big cobble stone style rocks, give him a yell, thats the Roman road. Ya man Jesus probably walked on it. |
Sydney Desalination Pipeline
Fuckn massive project $60M, 13months smashed it out 7 shafts, various: sheet piled, secant piled, rockbolts and shotcrete, segmental shafts |
